Safe fallbacks when the plan or schedule breaks.

Off schedule operations

Prepare the fallback before the disruption. The source method has nine mechanisms:

  1. A checker independent of the builder verifies proof at an agreed cadence
  2. Every unresolved ask has an owner, recheck and safe fallback
  3. A schedule is monitored for missed runs as well as reported failures
  4. Unattended work has a bounded fallback method, within the same authority and budget
  5. A coordination outage allows only read-only research or reversible isolated preparation that cannot duplicate an external action
  6. NOT CHECKED and UNKNOWN never become PASS
  7. Primary and backup reconcile ownership before either repeats an external action
  8. Repeated failed interactions with a live document trigger a stop, inspection and safer supported route
  9. The runtime's dependencies are known, including whether a laptop must remain awake

During a coordination outage, hold conflicting writes, sends, payments, publication and destructive changes until ownership and permission can be checked. Report the outage. This safety clarification replaces the older blanket advice to continue all work when the claim store is unavailable.

A fallback model cannot authorize extra paid usage or a new data recipient. A missed schedule is a finding to diagnose, not evidence of success and not a reason to launch a competing clock blindly.
