Why would the refundable fare be cheaper than the advance purchase or web-only fare (not offered)?

The 10 piece chicken wings are $10, while the 20-piece wings are $15– so sometimes you order the 20-piece since the average price per piece is 75 cents, instead of a dollar. And the incremental cost per piece is only 50 cents.
For those who travel on a budget, you’ll recognize the screenshot above to be Greyhound. Going direct from Portland to Grand Rapids is nearly $500, as opposed to just over $200 to Detroit, plus a 4-hour bus.
